Specifications include, but are not limited to: 2.1 Frequency of Auctions. A. The Contractor shall conduct auctions of up to 100 Parcels at least four times annually and at additional times as agreed by the Contractor and the City. B. The City reserves the right to change or cancel auction dates. C. Each auction must occur in “real time” before an audience of live bidders. The Contractor shall provide a method for receipt of bids submitted online for any auction. 2.2 Auction Facility and Personnel. A. The Contractor must hold each auction indoors at a facility provided by the Contractor. The facility must be located within the city of Richmond, Virginia. The facility must (i) be Americans with Disabilities Act-compliant and climate controlled and (ii) have restrooms and adequate, convenient vehicle parking. The City reserves the right to inspect the facility at any time throughout the term of the Contract. B. The Contractor shall provide work space in the facility for up to six City employees to use on the day of each auction for the completion of auction-related paperwork. The work space must include an adequate number of desks or tables and chairs to accommodate six City employees. C. The Contractor shall provide all necessary equipment, security, personnel to conduct each auction, including a minimum of two registration clerks, an auctioneer, licensed as such by the Virginia Department of Professional and Occupational Regulation, to conduct the bid calling and auction the Parcels, and personnel to process winning bidders’ information after the auction.
