Specifications include, but are not limited to: The Engineer shall perform any and all professional engineering services as hereinafter stated which includes normal architectural, planning, structural, mechanical, civil, electrical services and any surveying or related services incidental thereto including consultation on a broad range of topics dealing with environmental and regulatory concern. The Engineer will comply with the regulations, laws, ordinances, and requirements of all governmental agencies and authorities that have jurisdiction over design criteria and environmental impact applicable to the project. Exact details of the basic services will be written into each task order so issued under the BOA for annual services. Preliminary Design Phase: After authorization to proceed, Engineer shall: 1. Consult with the Authority to determine its requirements and review available data in possession of the Authority. 2. In consultation with the Authority, and on the basis of all information, determine the scope of the project. 3. Perform all necessary research, field survey work, and geotechnical services. 4. Prepare preliminary design documents consisting of construction plans and specifications. 5. Based on the information contained in the preliminary design documents, submit an opinion of probable project cost including, but not limited to, construction costs and contingencies. 6. Furnish preliminary design documents and Engineer’s opinion of probable project cost to the Authority and present and review them with the Authority. 7. Furnish all such documents, plans, and design data as may be required, and assist in the preparation of the required documents so that the Authority may obtain approval of all such governmental agencies and authorities having jurisdiction over design criteria and environmental impact applicable to the project, and assist in obtaining such approvals by participating in submittals to and negotiations with appropriate officials and authorities, including administrative hearings and meetings as are necessary to obtain such approval.
