Specifications include, but are not limited to: The City of Norfolk’s Department of Transit (the “City”) is seeking proposals from a qualified consultant to take a holistic look at the City’s transportation system and develop a Multi-modal Transportation Master Plan to address the City’s future transportation needs. Services will include data collection and assessment of existing conditions, community and stakeholder engagement, development of vision, goals, and objectives, creation of a multimodal transportation master plan, transit system redesign, needs assessment, and development of a program of projects and resource allocation. 1. Data Collection and Existing Conditions a. Collect necessary traffic, transit and rail data to conduct an evaluation of existing conditions. b. Collect existing land use, economic development or redevelopment plans and programmed projects that shall serve as baseline conditions. c. Collect census information as required for compliance with Title VI and equitable distribution of projects. d. Compile an inventory of City-owned transportation infrastructure (vehicle lanes, bicycle lanes, sidewalks, medians, verges, etc.), including information on physical condition and resilience (e.g. drainage capacity, flooding risk, etc.). e. Collect information on the fiber optic communications network, CCTV cameras, vehicle detection and other sensors that are currently deployed in the field and can be used to provide information for Transportation System Management & Operations. This includes location, function and condition of physical assets as well as software capabilities and interoperability. f. Collect information on “Smart City” developments by outside organizations and partner agencies to support decisions on potential integration. On an as-needed basis.
