Specifications include, but are not limited to: Managing employee pay and the systems that support it are critical to the success and effectiveness of VSP’s mission and performance goals. Our objective is to ensure that our classification and compensation system supports our ability to attract and retain a qualified workforce; motivating employees by rewarding sustained high performance; and supporting management in the realization of organizational objectives. 1. Staffing Analysis: VSP wants to establish a structure for civilian positions to support and help increase organizational efficiency. Contractor will examine the current structure of civilian positions and the work performed by them. Contractor will review all civilian classified Employee Work Profiles (EWPs) and identify any duplication of functions across administrative and core business functions. Contractor will determine if current staffing levels and span of control are appropriate. Contractors will provide VSP with a detailed report indicating the following: Recommendations to establish or abolish positions. Recommendations to restructure and/or revise positions, including both duty and title changes. Recommended changes to the structure of civilian positions. Review of the exemption status of civilian positions. Contractor will conduct a comprehensive position classification study for each civilian classified position using the Commonwealth of Virginia’s job classification system as maintained by the Department of Human Resource Management. The analysis will use the position classification method, or whole job approach, of job evaluation to allocate positions into roles and sub band classifications using three compensable factors: Complexity of Work, Results, and Accountability. Contractor will collect and analyze salary data from comparable Commonwealth of Virginia positions and appropriate comparative markets. They will review and analyze the salary levels of civilian classified employees. They will use a total compensation approach, which includes both salary and benefits, when analyzing labor market information. Contractor will determine appropriate salary ranges for all civilian positions within the Commonwealth’s current broadband pay structure.
