A. The Contractor shall provide: 1. all labor, services, and resources to provide Virginia Early Childhood Digital Wallet program processor managed service to the Virginia Department of Education (VDOE) that will be capable of providing a customizable, multi-function online application, payment processing, and reporting application supporting donation and holding of funds from funders in child-specific accounts, directing of funds towards eligible service providers, and payments to qualifying service providers for families and children receiving qualifying services. The solution must be capable of managing funds associated with public programs in a manner compliant with relevant state and federal laws, policies, and regulations. 2. a customizable managed service solution for use by the VDOE or other designated entities to process and approve applications online and for disbursement of potential public funds to providers of qualifying child care services on behalf of program users meeting state-determined eligibility criteria. Note that this functionality must be able to be turned on or off, depending on whether there is any public funding available. It is expected that there will only be private funding available at the launch. B. The Virginia Early Childhood Digital Wallet processor capabilities shall: 1. include online account set-up, including verification of identity, features assisting with eligibility determinations, application submission and processing, approval/award of applications and funding, upload and transmittal of supporting documentation to substantiate eligibility and payments due to qualifying service providers, payment/fund transfer capabilities, and comprehensive reporting capabilities. 2. include security features meeting state and federal requirements for sensitive and confidential student/family information, meet cybersecurity standards (Commonwealth of Virginia SEC525 and SEC514), be PCI-compliant, and be compliant with all state and federal requirements relating to accessibility (ADA Section 508).
