Specifications include, but are not limited to: 6.1. It is preferred that the successful vendor’s core business is to maintain an in-depth knowledge of the E-rate application rules, contracting requirements, E-rate products and services eligibility lists, etc., and provide E-rate application services and technical support to school system clients. A direct response in the technical proposal to this preference is required. 6.2. Contractor shall maintain a current understanding of the E-rate rules, periodically submitting newsletter-type correspondence to the school system including immediate notification of any significant changes. An example of current correspondence to school system clients should be in the proposal. 6.3. Software: Offeror must provide software that includes the following: a. Direct Link to USAC database to pull current data reports b. Asset tracking 6.4. Reports: Offeror must provide quarterly statistical reports that include FRN balances a. FRN balances b. BEAR submittals Qualified offerors are encouraged to submit a proposal for one or more of the following levels of service: 7.1 Level 1: Full Comprehensive Consulting and Support Services. Contractor will manage and support all facets of the E-rate program acting on behalf of FCPS, including but not limited to all forms, applications, filings, reimbursements and audits. 7.2 Level 2: Consulting and Support Services related to E-rate filings and audits. Consulting services as requested. a. Contractor shall transform FCPS supplied enrollment and NSLP participation data into the EPC system for E-rate applications. Please provide explanation of how this will be accomplished. b. Contractor shall develop form 470 applications based on information provided by FCPS. Once reviewed and approved by FCPS, contractor will upload into EPC. FCPS will be responsible for certification in EPC. Contractor shall track 470 dates and upload addendums to ensure USAC compliance. c. Contractor shall develop form 471 applications based on information provided by FCPS. Once reviewed and approved by FCPS, contractor will upload into EPC. FCPS will be responsible for certification in EPC. d. Contractor shall update and maintain a schedule for submitting services Ordered, certification and termination (FCC form 471) for existing contracts and future expected contracts. It is imperative that FCPS submit timely start-up and termination requests. e. Contractor shall work directly with the Schools and Libraries Division of the USAC to deal with, on behalf of FCPS, form 470 and 471 application issues as required. This includes all 470 and 471 PIA and SRIR responses. Please provide an explanation of current methods of communication with the SLD in the proposal. f. Contractor shall complete form 486 applications based on information provided by FCPS. Once reviewed and approved by FCPS, contractor will upload into EPC. FCPS will be responsible for certification in EPC.
