Specifications include, but are not limited to: The Town of Front Royal is seeking a qualified consultant to perform a detailed review of the Town’s current water and wastewater (sewer) rates, connection fees, and other service fees. Based upon the Town’s planned improvements to both systems, the consultant will calculate an appropriate revenue requirement and subsequent water and wastewater rates and connection fees, including a multi-year rate adjustment scenario. The overall goal of this review is to develop appropriate individual rate and connection fee structures for the Town’s water and wastewater utilities that: Reflect the Town’s policies regarding effective and efficient use of water services and wastewater collection services. Generate sufficient and stable revenues to pay for current and future water and wastewater services and related expenses. Establish a rate and fee structure that can be sustained by the system’s users. Encourage reduction in water consumption through appropriate pricing strategies. Provide an overview of the Town’s water and wastewater capital and infrastructure programs and proposes funding mechanisms to fund replacement of infrastructure. Develop a funding program for a redundant water line in the 522 corridor and funding for the Town’s Infiltration and Inflow Abatement Plan Provides for an emergency rate structure to address loss of water supply through drought, infrastructure failure, or disaster.
