Specifications include, but are not limited to: 1. Develop a Public Safety Pay Plan for all non-exempt and exempt Public Safety employees that supports internal equity and maintains external competitiveness. 2. Develop a Public Safety Plan which considers existing promotional processes, specialty pay and career development plans unique to each of the Public Safety departments. 3. Provide a methodology for pay progression that is market responsive, equitable and fair while valuing employee performance and service. 4. Review salary relationships between existing employees and offer recommendations for salary adjustments, as necessary, to ensure fair implementation of the new pay plan. 5. Deliver a detailed implementation plan with associated cost estimates to implement and recommend applicable policies, procedures and guidelines for ongoing effective salary administration and pay plan maintenance. 6. Provide an analysis of the financial impact for implementation of the new pay plan. 7. Provide an intuitive and easy-to-understand plan and progression.
