Specifications include, but are not limited to: A. Communicate effectively with Department of Environmental Quality, DEQ, officials and attend meetings or site inspections within Spotsylvania County on routine basis. B. Provide civil engineering professional engineer certifications for new construction plan review, field inspections, best management practice, BMP, installations; and provide professional engineer seal to documents as appropriate. C. Regularly inspect construction job sites for verification of stormwater pollution protection plans and other DEQ data reporting and maintenance review of active construction sites. D. Achieve compliance rating with Department of Environmental Quality oversight evaluators of the Spotsylvania County’s stormwater management permits and program. E. Respond to job sites within one (1) day notice from Spotsylvania County or after significant rainfall events that necessitates maintenance inspections of perimeter erosion control measures and issuing requirements for mediation, if found non-compliant. F. Provide expert witness testimony for any civil engineering related matter that should be adjudicated in a Spotsylvania Court. G. Operate on a County computer assisted permitting system with routing data entry and functionality with software of Adobe 10 for electronic plan review and comments. H. Provide BMP inspections and certifications with engineer seal as appropriate for County owned BMP facilities when requested for compliance with County BMP maintenance program. I. Receive and transmit engineering plans electronically to the Spotsylvania County Environmental Codes department.
