Specifications include, but are not limited to: The purpose of this RFP is to obtain qualified security consultants for a Physical Security Risk Assessment for the Norfolk City Hall Building. Project Objectives • Identify and assess the overall security risks and vulnerabilities associated with the City Hall site; • Recommend options and associated resources to mitigate or eliminate threats and vulnerabilities; • Produce a City Hall Security Master Plan; and • Produce a schematic design(s) for recommended physical improvements to the City Hall site. Task 1 – Physical Security Risk Assessment and Security Master Plan The Contractor shall complete a comprehensive Physical Security Risk Assessment of the Norfolk City Hall site which, at a minimum, should include the following: • A thorough inspection and evaluation of all aspects of the physical security features of the City Hall building (including areas connecting and surrounding the building). • Identification, description and documentation of security related threats from internal and external sources both during and after operating hours. Analysis of site vulnerabilities using a risk matrix scoring approach with risk scores that consider likelihood and severity of impacts. • Production of a written Physical Security Risk Assessment Report for review by City staff. The report should detail findings and present a summary of suggested solutions to address any identified vulnerabilities and risks. Where possible, provide multiple solutions if they exist. Also include a written summary of the estimated price to implement each of the suggested solutions. Where multiple solutions exist, provide an estimated price for each. • Identification and documentation of any federal, state or local funding opportunities (grants, loans, incentives, etc.) that may be available for this project. Specify the requirements and application procedures associated with each funding opportunity. • Production of a written City Hall Physical Security Master Plan which details findings, final recommendations, and estimated prices along with a prioritized phased implementation plan for the City’s Executive Team. Recommendations shall include, at a minimum, any physical changes required, any suggested equipment purchases or upgrades and any recommended changes to security policies or staffing resources.
