Specifications include, but are not limited to:The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiation with one or more Contractors qualified to provide libraries in Virginia a collection of e-Books to be used in the library and used remotely by residents of Virginia. The Library of Virginia seeks to procure a collection of e-books for children and teens (birth to 17 years of age) who live in the Commonwealth of Virginia. The collection will be available 24 hours a day and 7 days a week and accessed via library websites for unlimited simultaneous users with unlimited access. Language flexibility is preferred. The collection will be accessible in support of the mission of the Library of Virginia to advance the development of library services statewide. By entering into a statewide agreement, we greatly extend library services to remote areas of Virginia and to counties that do not have a library. Further, the eBook collection will help met our state goal to engage and educate parents, teachers and learners through programming designed to enhance early literacy readiness and reading fluency and to provide access to quality educational resources for pre-kindergarten and K-12 children. A. Functional Requirements 1. Provide a collection of e-books available 24 hours a day, 7 days a week 2. Provide unlimited access to an unlimited number of simultaneous users 3. Provide access to users regardless of physical location of users 4. Provide secure method to authenticate and validate users 5. Ensure usability and consistent functionality on current technology platforms, web browsers and mobile technology (e.g., information resizes/rearranges to fit screen automatically, print is legible, etc.) 6. Support e-book use on a broad range of devices (e.g., computer, tablet, smart phone, etc.) and platforms (e.g., Android, iOS, Windows, Kindle, web browser, etc.) 7. Comply with the Americans with Disabilities Act (https://www.ada.gov/pcatoolkit/chap5toolkit.htm) in all web sites, apps and interfaces accessed by end users and library staff 8. Track usage data and provide ability to view and export usage data by anonymized user info (e.g., library card #, etc.), age, library, library system, title, subject, geographic location (e.g., locality, etc.) to library staff, in compliance 9. Preferred: System provides an interface with multiple language options 10. Preferred: Collection contains e-Books written in other languages, in addition to English
