Specifications include, but are not limited to: As bond counsel for the City, the Contractor shall furnish the City with services that include, but are not necessarily limited to, the following tasks: a) Work with the City’s financial advisor to advise and assist the City in developing and structuring various debt instruments, including tax-exempt bonds; b) Assure the City’s compliance with all applicable federal, state, and local laws and regulations regarding municipal bond and debt issuance as well as with the customs, practices, and standards of municipal bond and debt issuance; c) Provide detailed written legal advice and opinions to the City scheduling and outlining each step required in the debt issuance process; d) Draft bond ordinances and resolutions for the approval, authorization, sale, issuance, and other aspects of the bonds, notes, or other debt instruments; e) Assist the City in preparing all appropriate financing documents; f) Assist the City in drafting an official statement and any other necessary disclosure documents; g) Attend bid openings and negotiated sale meetings at the City’s request. h) Provide advice on, analysis of, and written legal opinions concerning the impact of all relevant current and proposed federal, state, or local laws and regulations that may affect the City’s financing programs
