Specifications include, but are not limited to: plan, deliver, operate and maintain a transportation system that is safe, enables easy movement of people and goods, enhances the economy and improves our quality of life. In an effort to achieve this goal, VDOT will develop the Beautify Virginia Program. Segments of Sponsored roadway shall be a minimum of one mile but may be larger. As part of the Program, litter is defined as foreign tangible objects that are visible as one walks along the pavement edge including all ramps, (unless agreed to by the Department to separate the ramps) within the sponsored segment. Litter includes but is not limited to illegal signs, tires, oil filters and drink containers. Debris is defined as any foreign tangible object that may pose a threat to vehicular traffic. The Contractor shall only be responsible for debris that can be safely retrieved from the shoulder or roadside. For debris located inside travel lanes, the Contractor shall notify the VDOT Transportation Operations Center (TOC). The TOC will notify the appropriate interstate maintenance contractor to pick up this debris.
