1. PURPOSE The purpose of this Invitation for Bid (IFB) is to solicit sealed bids for a contractor to provide roof and HVAC removal and replacement services to Norfolk Public Schools (hereinafter referred to as NPS). Bidders responding to this request must be responsible, regularly and practically engaged in providing the goods and/or services requested in this IFB, and possess ample resources for fulfilling requirements as detailed in this IFB. The awarded contractor should also be able to provide reports updating progress, such as a Daily Construction Report (samples may be requested by the awarded contractor), and to attend meetings/briefings with the Owner or the Owner’s Representative to review project status. All bidders shall be actively engaged in this field for a period of not less than three (3) years. SUMMARY: The Project consists of the removal and replacement of both the existing roofing and HVAC systems at Child Nutrition Services. The Owner, Norfolk Public Schools, will furnish the roofing materials for the project. The Owner will also furnish the HVAC equipment for the project. The bidder shall provide all other needed materials not labeled as “provided/furnished by Owner,” Norfolk Public Schools. The work of this project includes but is not limited to the following: a. Removal and replacement of all existing roofing system assembly. b. Structural roof deck repair as indicated. c. Installation of new specified roofing system assembly with Owner-provided materials listed and contractor supplementing with additional materials as required for a complete warrantable roofing system assembly. d. Installation of metal wall panels at vertical masonry walls where indicated. e. Installation of metal fabrications as indicated. f. Removal and re-installation of HVAC equipment and their related supporting utilities. g. Installation of new HVAC equipment and their related supporting utilities. h. Provide for the removal and disposal of hazardous materials that are identified. i. Project will be constructed under a single prime contractor. 1) Subcontracting may be permitted with the submission of the Subcontractors Business Plan per Section II, NonCapital Outlay Projects, subsection 8, Subcontracts and subsection 48, Small Business Procurement Plan on pages 29 and 69, respectively, in this 2-Step Invitation for Bid document. j. Work identified as Alternate Bid No. 1 is not included in the Scope of Work for this Project.
