Specifications include, but are not limited to: Contractor shall have publications/newspaper circulating in Chesterfield County. Newspapers used for legal notices and publications must meet the following criteria pursuant to Code of Virginia § 8.01-324. Have a bona fide list of paying subscribers. Have been published and circulated at least once a week for twenty-four consecutive weeks without interruption for the dissemination of news or a general or legal character. Have a general circulation in the area in which the notice is required to be published. Be printed in English language. Have a second-class mailing permit issued by the United States Postal Service. (Those newspapers that do not have a second-class mailing permit may petition the circuit court, per §8.01-324 of the Code of Virginia.) Newspaper publication shall allow for flexibility in timing of advertisement submission and review to meet legal requirements of §15.2-2204 of the Code of Virginia. Offerors shall specifically state the timing of newspaper publication (e.g. daily versus weekly) and type of advertising (e.g. display versus classified) as well as submission timeline requirements to meet newspaper publication deadlines. a. Offerors shall identify the method of advertising submission and review.
