Specifications include, but are not limited to: A public-private partnership agreement for the development of a new Honors College Housing facility with other possible uses such as ground floor retail and VCU administrative space at the 700 West Grace Street block in Richmond, Virginia. The Project site is located on West Grace Street between North Pine Street and North Laurel Street on VCU’s Monroe Park Campus. The primary goals and objectives are as follows: • Create housing with a sense of community and out of classroom educational experiences that are aligned with the University’s strategic initiatives; • Strengthen Grace Street’s identity as a pedestrian-friendly “Main Street” with active sidewalks; • Relate the exterior of the Project to the area’s existing architecture and compliment the scale and material of surrounding buildings; • Provide a design which is consistent with the context, addressing issues such as scale, materiality and form; • Provide high quality open public places, consistent with the University's "Place-Making" strategy shown in the VCU Master Plan to enhance the presence of Grace Street as the University's primary pedestrian corridor; • Minimize the impact of the Project being treated as long-term debt on VCU’s balance sheet; • Provide neutral to positive impact on VCU’s credit; • Maintain student rental rates that are consistent with the rest of VCU’s housing offerings (See VCU Housing Link Here); and • Bring an additional retail concept for the entirety of VCU and the surrounding Richmond population to use.
