1. Programs must serve and benefit children, youth and young adults, elementary through 21 years of age who reside in Green Run, Seatack or Western Bayside area. Offerors must offer services appropriate for the demographics being served. 2. Programs for school age participants that operate more than five (5) hours a day must provide healthy morning/afternoon snacks or lunch, as per USDA Guidelines. 3. Offeror(s) must be specific about the time-frame of their project (e.g. June 1, 2025- Sept. 30, 2025). All projects must be completed within one (1) year (or less) of their start date. 4. Proposers must define their target audience, indicate the number to be served and where programs/activities shall be held. 5. Successful programs/projects shall: a) Be structured and staffed with caring, supportive adults (paid or volunteer) with the skills to achieve the intended outcomes b) Be collaborative in the design and implementation (e.g. city, schools, businesses, associations, participants, etc.) c) Provide participants with ongoing opportunities for new roles, responsibilities and experiences through creative activities and meaningful projects; d) Include the provision of field trips related to program objectives, whenever appropriate 5. All programs will have a community service component 6. Summer Programs Successful Offeror(s) designed to serve school-age youth during the summer shall demonstrate a commitment to deter “summer slide” through program design, education and enrichment activities, staff quality and competence. 7. Outcomes/Evaluation: Include anticipated program and participant outcomes, strategies to achieve the outcomes, evaluation methods and indicators of success. 8. Costs/Budget – Offeror shall complete the Budget Narrative (attachment A) and submit it with the proposal. 9. Written proposal shall be submitted as requested herein under Section VII, Subsection P, entitled “Preparation Guidelines”
