The purpose and intent of this RFP is to establish a contract with one contractor to provide a comprehensive system of youth development and civic engagement programs reaching youth in pre- kindergarten through 12th grade in the City of Hampton, Virginia. Positive and preventative youth development reduces the likelihood of problem behaviors such as violence, teen pregnancy and the use of alcohol and other drugs. It creates a culture of prosocial interactions and empowerment. The city is committed to a youth development approach that supports youth in acquiring the personal and social strengths needed for successful transition to adulthood; to an approach that helps youth build strong relationships with others; learn new skills, and give back to the community. The central objective is to ensure all youth have access to positive and comprehensive development experiences. Proposals must prepare young people through coordinated activities and experiences to meet the challenges of early and middle childhood, adolescence and young adulthood. Fostering a growth mindset, along with cultivating self-awareness, personal responsibility, social awareness and civic responsibility, resulting in wellprepared citizens. Incorporated modalities will be required to address positive and preventative youth development versus deficit-based models.
