The successful Offeror, also referred to herein as “Consultant”, will be expected to provide all expertise, labor, equipment, and resources necessary to the below project scope. A. Project Management: 1. Select a project manager (PM) to direct, coordinate, and monitor the activities of the project. 2. Participate in an in-person kickoff meeting with the Town to refine goals, objectives, expectations, schedule, etc. and create a Project Management Plan (PMP) 3. The PMP will be updated as necessary throughout the life of the project. B. Coordination Meetings: Participate in in-person or virtual meetings with Town staff to review progress, discuss challenges and findings, and confirm next steps. C. Review existing operations 1. Review existing data and documentation of operations, including the previous planning efforts, the Town's capital plan and budget, inflow and infiltration (I/I) rehabilitation and replacement program data, relevant condition assessment information, relevant work order history, Geographic Information System (GIS) databases and water and wastewater asset inventories. 2. Identify recommended changes to current operations for compliance, efficiency and best practices 3. Deliverable: Report on existing operations, preferred no later than January 30, 2026. D. Conduct a financial analysis of existing operations 1. Review current and prior revenue and funding, including existing rate studies 2. Analyze revenues and expenditures 3. Conduct an updated rate study with projections to cover operating and annual capital costs 4. Deliverable: Report on existing water and wastewater system financial information, sustainability and deficits, updated rate study information and projections. 5. The Town would like to have the updated rate study information no later than January 30, 2026. E. Evaluate and Identify System Deficiencies and Capacity Constraints 1. Evaluate the condition of the water distribution and wastewater collection infrastructure 2. Suggest areas for improvement or expansion 3. Deliverable: Report identifying maintenance and capital needs with realistic cost estimates
