Specifications include, but are not limited to: The City of Fredericksburg is seeking qualified management and consulting firms to perform athorough analysis of the City's water and sewer systems. Firms are welcome to partner andpropose as teams, based on their particular specialties. The City specifically desiresrecommendations with regard to two areas:1) The adequacy, equity, and efficiency of the City's current fees and charges forservice; and2) The efficiency and effectiveness of the City's current organization concerning waterand sewer services.The City's current fees and charges are attached to this Request for Proposal document in theAppendix. The City would like the offeror to make recommendations concerning the structureand fee level on the following:a) Standard monthly feesb) Availability feesc) Connection feesd) Late penalties for non-payment
