The Authority is soliciting Proposals from qualified vendors with experience installing water meter encoders and AMI endpoints. The work will include labor to install a new Badger Meter HR-E encoder and Orion AMI cellular endpoint on each existing water meter base requiring replacement. The installer may utilize the optional quick connect wiring couplings (when available). Confirmation of activation on customer accounts of the encoder and endpoint within Beacon software is the benchmark of a successful change out. After installation is complete, the removed encoder from a customer site shall be tagged with the following information: date, address, final reading, and initials of the technician. The removed encoder shall be placed back in the new encoder shipping box. Once the shipping box is full, the box must be labeled with the date range of encoders exchanged, as well as the installer's initials. Removed encoder boxes shall be returned to the Authority’s office and stored in a designated area of the inventory room. All other removed materials (e.g. old AMI endpoint, AMI hangers, etc.) must be returned to the Authority’s office for final disposal. The replacement encoder and AMI endpoint will be provided by the Authority to the contractor for final assembly and installation. All other materials must be provided by the contractor. Prior to the encoder and endpoint exchange, a picture shall be taken of the existing meter assembly. Additionally, a second picture shall be taken of the new assembly, after installation and activation. Both pictures must be attached to a digital work order for final submission of the QA/QC process. The work shall be completed during the hours of 8am through 5pm, Monday through Friday. No premium rates shall be paid for after-hours work or work completed on weekends. The work shall be completed in accordance with all applicable Federal, State, and Local laws and regulations. This includes appropriate safety and identification requirements for contracted staff completing the work. The selected vendor shall use the Authority’s work order system. This includes the use of cellularenabled tablets with preloaded software that will be provided by the Authority. Both a physical copy of the work order and a digital copy of the work order must be completed and submitted. A QA/QC audit of installations will be completed by the Authority, via review of the physical paperwork in comparison to the digital work order on the customer account and confirmation of AMI endpoint activation within the Authority’s meter reading software (Beacon), prior to any individual customer account being considered as satisfactorily exchanged.
