Specifications include, but are not limited to: 1. Complete the requested questionnaires related to each voluntary program. 2. Demonstrate capability to communicate, enroll and administer the voluntary programs at no cost to Hampton City Schools. 3. Provide product build to Hampton City Schools’ Ben Admin provider BSwift for enrollment. Indicate any subsidy (tech credits) available to offset the cost of set-up and continual enrollment. 4. Provide and/or make available necessary, appropriate, and high-quality benefits to each eligible employee, dependent, and COBRA beneficiary. Provide HSA compatible products where possible. 5. Provide high quality, efficient program administration and services including but not limited to: •Maintaining central claims and membership files (including the identification number or other identifying number, dates of coverage, etc.) for each covered employee. •Maintaining payment records. •Prepare and send payroll deduction records where applicable to Hampton City Schools on a monthly basis for its respective employees. •Provide reports which show plan elections for each employee electing voluntary benefits when requested. 6. Provide on-line services that will allow Hampton City Schools to increase the transactions that can be completed online (i.e. billing, member services, etc.). 7. Provide accurate payroll deduction data to Hampton City Schools on a timely basis. Be responsible for all reconciliation of premium/payroll records. 8. Allow Hampton City Schools to pay monthly premiums and other expenses as reflected in the Hampton City Schools records (self-billing). 9. Provide prompt responsive and effective customer service for employees related to billing, eligibility, and claims issues. Hampton City Schools requires that the Offeror's customer service representatives respond to questions and resolve issues/problems directly with members rather than referring the members back to Hampton City Schools. 10. Meet with Hampton City Schools after the contract has been fully ratified by both parties to review the Offeror's voluntary benefits to present the proposed communication material, and to jointly establish a preliminary implementation plan, open enrollment program, and schedule...
