Specifications include, but are not limited to: III. SCOPE OF SERVICES: 1. General Information a. Home games will be played at the Richard Bland College, Statesman Hall, 29379 Carson Dr., Petersburg, VA i. Due to unforeseen circumstances the games could be relocated to another location that will be communicated from the Director of Athletics. b. The NJCAA limits competitions to days and not total matches. To help with travel expenses there could be between one and four matches played in a day. Matches are best three out of five and we follow all NCAA rules with a few exceptions made for NJCAA members. c. Each school in our conference is required to play 11 conference matches, however, RBC will schedule out of conference matches as well to assist with the national ranking. d. Matches can begin as early as August 22 (fourth Thursday in August) and last up until playoffs which begin in early November. 2. The Contractor shall a. Assign an up-referee and a down-referee who are experienced and qualified to referee NCAA and NJCAA. The referee must be PAVO certified and registered. b. Assign line-judges who are experienced in officiating lines at the college level. At a minimum strong high school referees will suffice for line judges. c. Post the assignments for each match on Arbiter or similar site. d. Have the ability for coaches rate officials on Arbiter or similar site. e. Be entitled to the officials fee for any assigned official who is on the court, in proper uniform, and at the designated time and place for a scheduled game.
