1. General Requirements: The Contractor should furnish (as applicable) all personnel (i.e. labor and supervision), resources, equipment, materials, supplies and incidentals etc., necessary to provide the “Statewide Parcel Data Set Through Annual Licensing and Value Add Configuration and Delivery Services” specified herein, and in response to, this URFP. 2. Esri: (*Shall) be fully compatible with the ESRI ArcGIS environment. a. ESRI: Be a current ESRI partner. b. Update Frequency: Provide an update schedule that is refreshed every month, providing timely, accurate data to maintain operational reliability. 3. Data Set Requirements – at a minimum, the data set should (*shall as indicated below): a. Features / Capabilities: Includes all the following features and capabilities: (1) Dataset Coverage - A Virginia Statewide parcel data set that includes records for all Virginia localities. (2) Persistent Unique IDs : (*Shall) Use industry-standard identifiers (UUUID/GUID) which align with modern parcel/CAMA systems and eliminates duplicate ID conflicts across localities. (3) Data Fields / Attribute: Include all of the following data fields: (a) Parcel boundaries; (b) Parcel ID number; (c) Address (site address where available); (d) County FIPS code; (e) State FIPS code; (f) Standardized land use codes; (g) Ownership type (public/private); (h) Acreage; (i) Polygon centroid coordinates; (j) Owner name; (k) Owner mailing address; (l) Sale date; (m) Sale price; (n) Assessed value; (o) Tax amount; (p) Year built; (q) Square footage; (r) Structure type; (s) Zoning; (t) Legal description; and (u) Land use descriptions.
