GENERNAL INFORMATION
The Virginia Army National Guard is seeking to establish a Blanket Purchase Agreement(s) for field sanitation services and field support services at Fort Pickett in Blackstone, VA. These services are essential to maintaining hygiene, operational efficiency and overall well-being for servicemembers conducting field training at Fort Pickett.
This is a combined synopsis solicitation in accordance with the Federal Acquisition Regulation (FAR) 13.105(b) and a separate solicitation will not be issued. The Government intends to award Blanket Purchase Agreements resulting from this Request for Proposal (RFP), Solicitation Number W912LQ-25-R-A002. Multiple awards may be made if in the best interest of the government. The North American Industrial Classification System (NAICS) code for this procurement is 562991 Septic Tank and Related Services, with a small business size standard of $9.0 Million. The Product Service Code (PSC) is W085. This requirement is a small business set-aside. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAR) 2025-04, effective date June 11, 2025.
Each BPA awarded will have up to a five (5) year ordering period with a maximum ceiling of $1,000,000.00. The minimum call value is $1.00 with a maximum call value of $250,000.00. Calls below the micro-purchase threshold may be placed without providing for fair opportunity. All calls will include an individual statement of objectives or product description and, if over the micro-purchase threshold, be competed allowing for a fair opportunity amongst the BPA holders.
The Government will not pay for costs associated with the preparation of a proposal to this solicitation.
Interested venders agree to hold proposal pricing for 60 calendars days from the date specified as the closing date of this RFP.
To be considered for an award, vendors shall have an active registration in the System of Award Management (SAM) at https://sam.gov. Vendors are responsible for ensuring that the representations and certifications in their SAM registration are accurate and current.
On behalf of the Government, the Contracting Officer intends to evaluate proposals and make an award without discussion. The Contracting Officer unilaterally reserves the right to conduct discussions if deemed necessary.
