Specifications include, but are not limited to: This contract would address previously identified areas by improving the quality andcompleteness of these written policies and procedure and developing and/or modifying criticaltemplates, forms, and tools necessary for program implementation.The contract must provide written policies and procedures specific to environmental reviews foreach of DHCD HOME activities. This should include identifying or creating where applicableany tools or templates required for full implementation.The contract must provide a detailed review of the recapture provision policies and procedures anddraft modifications as needed to the policy, procedures, and the program tools and documents.The contract should provide one one-day training in Richmond for staff and DHCD current DownPayment Assistance Program (DPA) sub-recipients. This training should cover the recaptureprovision and other DPA program requirements including the subsidy layering analysis. DHCDwill provide the location. The contact should provide the training, the presentation and materialsspecific to the revised DPA program. The specific training date should be identified incollaboration with DHCD within the first 30 days of the contract to occur within the contract term.The contract must provide written policies and procedures specific to CHDO certification. Thisshould include identifying or creating where applicable any tools or templates required for fullimplementation.The contract must provide written policies and procedures specific to HOME subsidy layering foreach of DHCD HOME activities. This should include identifying or creating where applicableany tools or templates required for full implementation.The contract should provide at least one one-day training for key DHCD staff on HOME subsidylayering implementation.The contract must provide written policies and procedures specific to Davis Bacon and Section 3for each of DHCD HOME activities. This should include identifying or creating where applicableany tools or templates required for full implementation.
