Specifications include, but are not limited to: Currently the Division has 16 street sweepers in its fleet, however it is likely that additional sweepers will be purchased or rented in the upcoming fiscal years. Additionally, the City may decide to use the selected hardware, software and services on other equipment and vehicles within its fleet such as vacuum flushing trucks, leaf vacuum trucks, dump trucks, loaders, excavators, snowplow trucks, and possibly passenger vehicles. The Contractor shall supply all labor, materials, software and equipment necessary to provide, install and service GPS vehicle tracking for the City. The Contractor shall provide, for purchase or lease by the City, hardware and software to equip approximately 16 City vehicles with GPS vehicle tracking. Additional installation and units may be acquired by the City at a later date. The system shall meet the requirements specified in the Technical Requirements Matrix, included in this solicitation as Attachment I. The Contractor may be required to integrate with Lucity for sweeper work orders. All data collected by the system will be owned by the City. A. Hardware Installation 1. Installation will be performed by the Contractor at the Storm Water Management Division office at 2233 McKann Avenue, Norfolk, VA 23509 Monday through Friday 7:00am – 3:00pm, excluding City holidays. 2. All installation must be coordinated with the City in advance. Installation must be coordinated with the sweeping route schedule. B. System Implementation 1. The Contractor shall provide implementation services, to include, but not be limited to, system development time, meeting and review timeline for the City, project milestones, hardware installation, testing and training procedures. The project plan must be approved by the City before the project may commence. 2. The Contractor shall implement the System, which shall be fully operational at the golive date. 3. The City will provide truck route data for implementation. The Contractor shall build the system to include the City's route data information. 4. The Contractor shall fix any issues or “bugs” that may be identified during implementation and retest the system after issues are fixed. Resolution of these issues shall be a prerequisite for the City’s approval of the go-live date. 5. The Contractor shall provide qualified staff that shall assist, consult, install, train, and oversee the system implementation. 6. The Contractor shall provide an on-site support member on the day of go-live of the new software to provide training assistance and address any issues that may arise. 7. The Contractor must maintain data completeness and accuracy (99.9%) on an ongoing basis during and after data refreshes. C. Cloud-Based Application 1. The System shall be maintained by the Contractor, remain in the contiguous United States, and meet all legal and City IT department standards (included in this solicitation as Attachment H). All needed software, system updates, and patches shall be provided, maintained and installed by the Contractor. 2. The System shall be a web-based system compatible with Windows 10 and shall be able to support HTML 5, and shall be compatible with newer Windows and HTML versions as they become available. The System shall be accessible via desktop computer, laptop computer, or handheld wireless devices. No additional software other than an internet browser shall be required for City staff to access and fully use the system and its components. 3. The Contractor shall configure and maintain all application software required by the System. The System must allow concurrent use by at a minimum 10 users. All software licenses shall be registered to the Contractor. 4. Application software shall be written in a standard, industry-accepted computer language. Data from reporting provided by the system will be accessible in standard data formats such as .xlsx, .csv, or other machine-readable format acceptable to the City. 5. All software shall be installed in a cloud environment and web based for all authorized users to access for operation, reporting, statistical, and analysis and supported by the Contractor.
