PURPOSE: The Commonwealth of Virginia, Department of General Services, hereinafter referred to as “Commonwealth” or “DGS” is issuing this Request for Proposal (RFP) on behalf of the DGS Division of Fleet Management Services (DFMS) for the purpose of soliciting sealed proposals to establish through competitive negotiations, a contract with one (1) or more qualified Offeror(s) for the provision of Vehicle Maintenance Management Services (VMMS) (“Services”) which shall include, but not be limited to, providing all labor, materials, and other required goods and services. DGS/DFMS seeks proposals from qualified firms that have experience in managing large fleets of vehicles to provide these services as a “turnkey” solution, in close coordination with DGS/DFMS. II. BACKGROUND: DGS/DFMS is responsible for the inventory, maintenance and operation of approximately 6,000 vehicles operated across the Commonwealth of Virginia. Thirty percent of these vehicles are assigned to state agencies and institutions of higher education in the Central Virginia area (Richmond and surrounding counties). The remainder is assigned to state agencies and institutions of higher education throughout the Commonwealth. III. STATEMENT OF NEEDS: A. General Service Requirements: Contractor shall furnish all labor, materials, and other required goods and services to provide the Services to the DGS/DFMS. Offerors are requested to submit their proposals based on the needs listed below. 1. Geographic: Provision of services must be available to all public entity locations throughout the Commonwealth, preferably with the capability of being centrally managed at the DFMS location, 2400 West Leigh Street, Richmond, Virginia. 2. Security Access: a. Contractor staff or any sub-contractor’s staff (hereafter referred to as "personnel") will be granted such access to Commonwealth locations as necessary or appropriate for Contractor to perform its obligations under the Agreement, subject to all security issues. b. For any Commonwealth location, Personnel performing Services for the Contractor may at any time be required to undertake the execution and completion for each individual employee, the requirement of the submission of additional forms that the Commonwealth would consider reasonable for security measures. These forms may include the individual employee’s agreement that all Commonwealth information that is garnered while at the Commonwealth site is confidential and proprietary. Any unauthorized release of proprietary information by the Contractor or Contractor’s employees or subcontractors shall constitute a breach of this Agreement. c. Contractor’s Personnel shall obtain a Security Identification Card (SIC) prior to commencement of Services being provided. The Contract Administrator will work with the Contractor to process the required forms and securing the SICs through the DGS Parking Services and Building Access Unit, or in the case of any Authorized user, the appropriate security card issuance authority for that entity.
