Overview. BVU Authority is seeking bids from qualified Offerors to perform a variety of vegetation and ground services. These services may include, but are not limited to, tree trimming and debris removal, stump grinding, hydroseeding, ground grubbing, herbicide application, gravel and dirt hauling and spreading, dozer work, etc., on or near BVU-owned property, rights-of-way (ROW), and easements. Services will be categorized as follows. Vegetation. These will include any services related to vegetation management and control near 69kV and 13.2kV overhead power lines, around the base of utility poles, on or around BVU manholes, and water and wastewater transmission lines. Vegetation near structures, guy wires, fences, streams, or other difficult-to-access areas may be cut using hand tools. To manage fast-growing, tall, woody species, a combination of mowing, growth inhibitors, and herbicide application shall be used. This work will often be within the scope of OSHA regulations related to line-clearance tree trimming operations, generally found in 29 CFR 1910.269, within 10 feet of energized power lines. As such, many of the contractor’s workers will have to demonstrate training in electrical hazard awareness and minimum approach distances. Herbicide Application. This work will require demonstrated knowledge and licensing in Virginia related to herbicide application along right-of-ways (class 6 – Right of Way Pest Control.) The required license is administered by the Virginia Department of Agriculture and Consumer Services (VDACS). Ground. These services will involve various pieces of earth-moving equipment for dirt moving, hauling, grubbing, etc. Services are to be provided throughout BVU’s system footprint. Some of these work locations are on rough terrain and may need to be accessed by all-terrain vehicle or on foot. General Requirements. The contractor shall furnish all equipment, tools, chemicals, materials, transportation, fuel, labor, and supervision necessary for the execution and completion of the work as defined in this bid document. Services will be directed by location-specific instructions from BVU. Safety. The Contractor must certify that they meet all OSHA and Virginia safety laws & regulations. Training documents should be attached to validate any safety certifications and courses completed. Capabilities. The Contractor must demonstrate they have considerable experience and the ability to plan and execute the proposed work. Financial Strength. The Contractor must be capable of providing documentation demonstrating adequate financial strength to perform the services outlined in this request for bid and any other work that may be performed for BVU. Personnel Qualifications. The personnel used by the Contractor for the performance of these services shall be experienced, capable and qualified to perform the work.
