The purpose of this Request for Proposals is to establish a contract through competitive negotiation for the professional services of a Certified Public Accounting (CPA) Firm to perform an audit of the General Assembly of Virginia and all legislative agencies. The Auditor of Public Accounts is administering this RFP and shall conduct all negotiations. The resulting contract for professional services will be between the APA and the CPA Firm (Contractor). The Contractor and any related organizations shall not be allowed, during the contract period, to perform or submit proposals on accounting, consulting, compilation and review, or any other services for the APA that would impair the Contractor’s independence as defined by Government Auditing Standards.
