Specifications include, but are not limited to: VHDA requests proposals to establish a contract to provide Unarmed Security Officers 24 hours a day, seven days a week and three hundred sixty five days a year (24x7x365) at Virginia Housing building, 601 S Belvidere St, Richmond, VA 23220, the Virginia Housing Center, 4224 Cox Road, Glen Allen, VA 23060 (Innsbrook Office Park) and the Virginia Housing Center II, 4240 Cox Road, Glen Allen, VA 23060 (Innsbrook Office Park); The Scope of Services contains work tasks necessary for providing Security Guard Services that meet Virginia Housing's needs. The sites include the building and adjacent parking lots. The Offeror shall provide all labor, work force, supervision, uniforms, equipment and other incidentals required for the security & safety of staff, visitors, and property within the Virginia Housing facilities. Responsibilities include, but are not limited to, integrated security system monitoring for multiple buildings. Assisting the Virginia Housing Security Manager in maintaining a safe and comfortable building environment in order for Virginia Housing associates to complete the Virginia Housing mission statement. Security Officers may be required to perform tasks of other unlicensed trades, such as vehicle operator, first responder first aid services, and Virginia Housing floor wardens. 1. The Offeror's Roles and Responsibilities: The Offeror shall provide administrative controls and monitoring to assure contract compliance and that professional security and safety services are being maintained at the highest level: a. Internal Controls - Employee administration, contract administration, schedule and dispatch, time keeping and billing. b. Total Quality Management - Quality control, audits, inspections, corrective action planning, and follow-up reporting. c. Compliance - Fire, Life, and Safety: Report requirements, appearance, conduct, and job performance standards; security post orders; and supervisory controls. d. Quality Management - Meet with the Virginia Housing Security Manager or designee once a month to review allsecurity issues.
