Specifications include, but are not limited to: The services that the Contractor shall provide in a timely and proper manner in accordance with the Contract include, but are not necessarily limited to, the following: A. The contractor must be authorized to umpire games for teams/leagues not registered with USA Softball. If registration with USA Softball is required to umpire, the contractor will be responsible for the registration and associated costs should be included in contractor’s fees. B. The contractor shall have established policies for code of conduct and/or sportsmanship violations in place. The bidders shall provide a copy of their: a. Code of conduct and/or sportsmanship violations b. Supervising and Training Policy c. Cancellation and Refund Policy d. Officiation and Complaint Policy C. The contractor shall provide one (1) umpire per regular season game. Two (2) umpires may be requested for playoff and tournament level games upon County request. D. The contractor shall maintain a list of membership necessary to cover the quantity of games estimated in the contract. a. Biddersshall provide a list of membership of at least 20 officialsto cover the quantity of games estimated. E. Umpires must be at least 18 years of age. F. Umpires shall be at the scheduled game site, ready to umpire, a minimum of fifteen (15) minutes prior to the start of any scheduled game. G. Umpires shall be dressed in the required uniform; powder blue or navy polo shirt, blue or gray pants/shorts, and black/white athletic shoes. A navy baseball cap and navy jacket are optional and may be worn at the umpire’s discretion. H. The Contractor shall assign qualified officials with excellent customer service skills; to ensure players have an excellent recreational experience. I. The contractor shall have within membership, staff with umpiring experience at the state, regional, and national tournament level of USA Softball. J. The contractor shall provide an Umpire-In-Chief to conduct a rules clinic for teams prior to the start of the season and to address all rules inquires and/or protests that arise during play. This will be at no cost to the County.
