Arlington County Water Pollution Control Bureau (WPCB) utilizes approximately 45,000 gallons of ULSD annually. WPCB operates three (3) diesel Standby generators and seven (7) remote generators at the county’s lift stations. The generators may or may not all require filling at the same time. The County reserves the right to request split loads to be delivered at no extra charge. Multiple County Departments may be using this contract and order separately. The Contract shall provide a blend of Ultra Low Sulfur Diesel (ULSD) on an as needed basis. The ULSD fuel must meet American Society for Testing and Materials Standard Specification for Diesel Fuel Oils (ASTM D975) grade standards No. 2-D or 2-D S15 in “ASTM D975” Ultra-Low Sulfide Diesel will have 0.0015 percent (15 ppm(mg/kg) maximum sulfur). A minimum of 40 Cetane number is required for each delivery. The viscosity of the fuel should be between the range of 1.4 centistokes (cST) and 4.5 cST. The Contractor shall also provide Diesel Winter Blend, which must include a chemical additive that is in accordance with federally mandated requirements. The winter blend is generally required from October to March; however, the County Project Officer will determine, when the Winter Blend is required, and will inform the Contractor when placing the order. Safety Data Sheet (SDS) shall be provided by the Contractor. Fuel quantity should be expressed in “gross gallons” and measured by the Contractor’s truck meter ticket. The truck metered ticket shall have the exact volume of fuel delivered. The Contractor’s delivery driver or fuel operator shall dispense and meter the fuel into the County’s equipment, and the County’s Project Officer or designee will verify, date, and sign the truck meter ticket as confirmation of the ticket’s accuracy.
