Specifications include, but are not limited to: The purpose of this Invitation for Bid is to solicit sealed bids from qualified sources to partner with NPS to provide Unarmed Security Officers for all home varsity football games and home basketball games. Bidders responding to this solicitation must be responsible, regularly and practically engaged in providing the goods and services requested in this IFB. Bidders must also possess ample resources for fulfilling the requirements as detailed in this IFB. A term contract will be established after the evaluation and award process is completed by NPS. A. Contractor Requirements • Contractor shall be primarily engaged in the Security Services business and shall have been actively engaged in this field for a period of no less than 5 years. • The contractor will meet with the Senior Coordinator of Athletics and each High School Athletic Director to review schedules and needs. • The contractor shall follow all guidelines listed below to ensure safety at all high school athletic events that have been scheduled during the 2022-2023 athletic season. o Contractor shall arrive 30 minutes prior to gates opening to the public. o Contractor shall have a team meeting with the High School Athletic Director (HSAD), Norfolk Police Dept (NPD), and NPS School Security Officer (SSO) to review roles and responsibilities prior to opening gates. o Contractor shall provide a minimum of 4 hours per event when scheduled. o Contractor shall utilize school-based equipment for entrance into the stadiums: magnetometers and or metal handheld wands. o Contractor must wear identifiable gear at all assigned stadiums/venues. o Contractor must be Virginia Department of Criminal Justice Services (DCJS) Certified. o Contractor and staff shall work with assigned Norfolk Police Department officers and Norfolk Public Schools Security officers during all assigned events. B. Deliverables/Reports • Contractor’s assigned staff must sign in and out with the Home Athletic Director upon arriving and departing. • At each event, members of the assigned security staff will report any incidents to the Home Athletic Director.
