1. Brush scrubbing and cleaning services shall be performed approximately two (2) times per contract year (at the Contract Administrators discretion) at the Rosslyn Tunnel located on Interstate 66 in Arlington County, Virginia. Rosslyn Tunnels eastbound lanes are located between mile marker 74.4 to 74.6 and the westbound lanes are located between mile markers 74.6 to 74.4. Each tunnel is approximately 1,056’ long x 38' wide x 24' high. 2. The tunnel cleaning shall be performed by method of mechanical brush scrubbing of tile walls, tunnel ceiling and any other surfaces accessible to mechanical brushing. Any surface areas not accessible by mechanical brush scrubbing shall be thoroughly power and/or hand washed clean. All walls, ceilings, tunnel ledges, sidewalk surfaces and other areas including wall niches, handrails, roadways, cross passages between the tubes, gutters, catch basins, drain lines, traffic signals, doors and any other items mounted within the tunnels shall be cleaned. Inspection will be performed by the Contract Monitor. 3. The Contractor shall be responsible for providing all water necessary to perform cleaning operations and for any water meters that may be required by the local town or county. 4. The Contractor shall be responsible for knowing the correct water pressure to use during cleaning to prevent any damage to the Tunnel or Assets in the Tunnel. 5. The Contractor shall capture, contain and dispose of all wash/rinse water and solid debris generated as a result of the cleaning operation at an appropriate disposal facility. Disposal shall include all water captured by the Contractor in the roadway. 6. The Contractor is responsible for any damage to items within the Tunnels such as lights, cameras, traffic signals, etc. during Tunnel Washing operations. 7. CO Sensors shall be covered and sealed tight to protect from damage from scrubbing operations and water. 8. The Contractor and as applicable any sub-contractors under a resulting contract, must obtain the suitability clearance through the CHRC (Criminal History and Record Check) process. See Security Requirements in the Special Terms and Conditions. 9. The tunnels are to be cleaned using the Sequence of Operations for Cleaning in Section G, below, to provide suitable cleaning of each tunnel. The Contractor shall not conduct cleaning activities when weather or traffic conditions cause unsafe or hardship conditions for the traveling public as determined by the Department. When cleaning activities are postponed or halted by inclement weather or traffic conditions determined to be an unreasonable hardship for the traveling public, the Contractor shall not be entitled to receive compensation to offset expenses. 10. The Department may require a demonstration of the Bidder’s mechanical brush scrubbing equipment, prior to award. The Bidder shall provide references where the equipment has been used most recently see Attachment F. 11. The Contractor shall be aware that other contracts and maintenance work are in force in the same geographical area and that cooperation among Contractorsisimperative in accordance with Section 105.09 of the 2020 or latest edition of the Road and Bridge Specifications. VDOT reserves the right to perform any type of work within the limits of this operation. The Contractor shall cooperate with VDOT and other Contractors as necessary. 12. If hazardous materials are encountered during operations, comply with applicable regulations, laws and ordinances concerning removal, handling and protection against exposure or environmental pollution. The Contractor shall produce the original or legible copies of all disposal manifests showing delivery date, quantity, and appropriate signature of the disposal facilities to the Contract Monitor.
