The Town of Leesburg (the “Town”) is soliciting proposals from qualified firms to conduct a Town-owned Tree Inventory and develop an Urban and Community Forestry Management Plan. This Request for Proposals (RFP) is intended to help the Town select a qualified and experienced Consultant. The overall goal of this project is to identify the types, quantities, locations, and health of the trees within the Town’sright-of-way (ROW), Town-owned parcels and Town Parks, and to develop a management plan that will assist the Town in expanding its urban forest, addressing forest health issues and threats, and to secure community involvement in protecting and enhancing the Town’s forest resources. As part of this initiative, the Town intends to contract a consultant that is an ISA TRAQ certified arborist or staffed with ISA credentialed employees to conduct a tree inventory which will be a GIS-based tree inventory using pre-programmed computers and/or ground-level LiDAR collection platforms that collect tree (and vacancy) data, including species, and other site attributes. The tree inventory will be located along Town of Leesburg roads and within the Town ROW, on Town-owned parcels, including Town parks. This project excludes trees on private properties, State and County ROW, unmanaged forested parcels, and utility easements.
