Task 1: Model Update and Calibration • Calibrate and validate the TDM to a 2025 base year using updated socioeconomic and traffic data. • Maintain and enhance the model’s detailed roadway network and Traffic Analysis Zones (TAZs) to support localized analysis. • Update the TAZ structure to incorporate parcel level land use data. • Ensure the model allows for flexible updates to parcel land use data in response to future zoning changes. Task 2: Tool and Process Compatibility Updates • Review and update the following tools and processes to ensure compatibility with current systems: • Cash Proffer Calculation Tool • Land Use Extraction Tool • GIS-based processes and scripts Task 3: Project Management, Coordination, and Model Scenarios 1) Coordinate with county staff and stakeholders throughout the project. 2) Provide regular updates and participate in meetings as needed. 3) Ensure alignment with the county’s Comprehensive Plan update schedule. 4) Run multiple model scenarios to support the Comprehensive Plan update process.
