Specifications include, but are not limited to: A. Offerors should provide transportation services to students who qualify under the McKinney-Vento Homeless Assistance Act (McKinney-Vento – National Center for Homeless Education) and the Individuals with Disabilities Education Act and the Regulations Governing Special Education Programs for Students with Disabilities in Virginia (https://www.doe.virginia.gov/programs-services/special-education/regulationslaws-policies). B. Offerors should address their ability to provide services which should include, but may not be limited to the following: 1. Safe, reliable, lawful and courteous transportation services to ambulatroy and non-ambulatory students to augment existing transportation to and from school within and outside of Chesterfield County. Some students will require long term needs which is defines as more than one month. 2. Employees and vehicles to transport students with and without disabilities safely and in accordance with the Virginia Department of Education regulations and all applicable federal, state, and local laws. 3. Equipment necessary to lawfully transport students which may include car seats, booster seats and appropriate restraints for wheelcharis of various manufacturers. 4. Drivers trained to properly secure wheelchairs, car seats, and booster seats in the vehilce for safe travels. Proper securement of all students with wheelcharis and other medical equipment is required. 5. Transport no more than three (3) students at one time in a sedan or nine (9) in a fully compliant van. 6. Non-deisgnated individuals will not be allowed to ride in vehicles transporting CCPS students. 7. Provide timely pick-up/drop-off services with minimal onboard travel time. Onboard travel times should be no more than twice the time it takes to drive the distance between pick-up and drop-off, straight through in the shortest time. Pick up window is within five minutes of the specified time, but wait no more than 10 minutes. Drop-off window is within five minutes of the specified time. Wait time on both the A and B leg is 10 minutes after the specified time. Describe scheduling and routing procedures with emphasis on pick-up windows, no shows, late trips, missed trips, on-board travel times, cancellations, changes in pick-up times, declined trips, etc.
