The City of Norfolk Department of Public Works, Department of Transportation is seeking proposals from qualified professional engineering firms to provide transportation-related design engineering and construction inspection services for State and/or Federally funded projects on an as-required basis. The City will select a minimum of two firms, but potentially up to three firms, from this RFP. Other related government organizations or agencies may be allowed to issue Work Orders under this Agreement, as permitted by the City. The City intends to enter into an annual, renewable Agreement with the firm(s) selected to provide any facet of civil or transportation engineering design including, but not limited to, roadway design, intersection or site improvements, safety improvements, multimodal transportation infrastructure, signal retiming, advanced traffic management systems design, signal optimization, or bridge/culvert design. The selected firm will also provide additional services including right-of-way services, public outreach services, and CEI services including, but not be limited to; construction inspections, materials testing, quality control and assurance, construction documentation preparation and/or review, schedule reviews and analysis to include Critical Path Method (CPM), payment application reviews, and prepare or review change orders. The City will provide a scope of services for each specific request for engineering services required under the Agreement. A request for services may include the development of a project and/or concept into a preliminary and detailed design, including preparation of engineering plans, design specifications, scheduling, cost estimating, public involvement, and construction management services, as needed.
