Assume control/ownership of the wholly owned subsidiary corporation Southwestern Virginia Transit Management Company (SVTMC) for daily operations, maintenance, and employment purposes. This subcorporation currently employees all GRTC staff except for the General Manager and Assistant General Manager, including all employees subject to collective bargaining agreements. Select, employ, and properly train all employees needed to operate the transit system, including responsibility for labor relations, labor contract negotiations, and compliance with existing and future labor agreements. Ensure staff are properly licensed, certified, and qualified to perform their duties. Maintain positive employee relations and provide for ongoing professional development, training, and recruitment of management personnel. Ensure compliance with applicable federal, state, and local employment, environmental, and occupational health and safety regulations. Develop and maintain written Standard Operating Procedures (SOPs) for all operational functions to ensure continuity, consistency, and accountability. Develop and implement policies and procedures for day-to-day transit system operations, including training, monitoring, and enforcement of compliance and conflict-of-interest protections.
