The contractor shall provide all materials, labor, equipment, and English-speaking supervision necessary to construct one (1) corridor of moderate, single track, rolling contour, hiking trail at the Cedars Natural Area Preserve (NAP). The completed trail shall merge aesthetically with the existing qualities of the NAP landscape. The Cedars NAP is located in Lee County, Virginia. The section of Preserve where trail construction will occur is approximately 450 acres, just outside the Town of Jonesville. The Cedars exhibits a low degree of topographical relief. Slopes anticipated in the project area are slight to moderate. There are several maintenance roads on the property. The property features large rock outcroppings, sink holes, a disappearing stream, a natural bridge, and a large creek. Several listed species exist on the property, especially within the prescribed burn unit. Special care should be taken to avoid impacts to tracked or listed species like Trifolium calcaricum, Packera millefolium, Houstonia canadensis, Fleischmannia incarnata, Agave virginica, and Camassia scilloides. The Agency will communicate about populations of rare plants and their locations prior to commencement of work. All caves, sinkholes, and karst features should be avoided to the greatest possible extent. CONTRACTOR REQUIREMENTS: A. The Contractor shall have the ability to; 1. Perform trail work using hand tools and small mechanized equipment that allows disturbed area to remain within specified limits. 2. Meet with a designated Agency representative at the beginning of each workweek, or as arranged, to review weekly projects and project expectations. B. The Contractor shall provide; 1. Proof of all necessary insurance and licenses as required before work can commence. 2. Proof of experience and/or expertise for building trails on terrain like that of The Cedars NAP. This can be in the form of references, or a portfolio of at least 3 trail contracts completed within the past 5 years. 3. Proof of PTBA Professional Trail Builders Association membership, or Agency approval based upon experience outlined in their portfolio. 4. Personnel trained in sustainable trail design and experienced in the construction and maintenance of back country trails. 5. The necessary supervision, equipment, and tools to perform specified trail maintenance and trail construction on identified trails including equipment fuel and personal protection and safety equipment. 6. An approximate timetable and schedule of required work. 7. An English-speaking representative on site during all work hours. 8. Food and water for contractor’s personnel during all work hours. C. The contractor shall complete all work by December 1, 2025.
