U.S. Army Project Manager Defensive Cyber Operations (PM DCO), Product Manager Cyber Analytics and Detection (PdM CAD) is seeking sources through a Market Research Request for Information (RFI) for Commercial-Off-The-Shelf (COTS), Government-Off-The-Shelf (GOTS), or other Non-Developmental Item (NDI) solutions for the Threat Emulation (TE) Program. TE, in the context of an Army program, is intended to provide a tool that performs a sophisticated form of network testing where adversarial cyberattack Tactics, Techniques and Procedures (TTPs) are emulated to assess and harden direct and preventative controls on Army networks against adversarial threat actors. TE may also be referred to as Adversary Emulation or Adversary Simulation.
The cybersecurity space is constantly evolving, driving Army cyber defenders assess new and innovative emerging technologies to meet todays and tomorrow’s cyber threats. PdM CAD is seeking information to ascertain if there is an existing agentless capability within commercial and Government marketplaces that can support new or refined TE requirements for Army Cyber Command (ARCYBER). Potential TE solutions sought may be either hardware-based, software-based, or a combination thereof. Information gained from this RFI may also be used to aid in determination of the most appropriate contract type or Other Transaction Authority instrument best suited to procure a TE capability.
This RFI is for Market Research purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Government may revise its draft requirements at any time, issue other RFI’s, or may elect not to proceed with a procurement.
Vendor questions will not be addressed, and the Government will not provide answers to questions related to this announcement. The Government may request a Product Demonstration from submissions in accordance with this RFI. If a Product Demonstration is requested, vendors may be contacted after receipt of a capability statement submission in response to this RFI.
Vendors are not required to respond to this announcement but may do so at their own cost. The Government will not reimburse vendors for information requested nor will it compensate any respondent for any cost incurred in developing information provided.
