A. The contractor shall work with the VSP Grants Manager and VSP key stakeholders to obtain the necessary information to lead the preparation and drafting of narratives, goals, objectives, deliverables, etc. of federal grant applications during the 2025 fiscal year grant application season of March 2025 to September 2025. The estimated quantity is eight (8) grant proposals. B. The contractor shall develop comprehensive applications/proposals that align with VSP’s priorities to include, but may not be limited to, compelling narratives (up to 25 pages), budget narratives meeting the grant solicitation criteria, required application forms (not including the SF-424 and SF-LLL), and Letters of Support. C. The contractor shall draft monitoring and evaluation plans, time, and task plans for each grant solicitation. Position descriptions and resumes will be collected by the VSP. D. The contractor shall provide support to VSP throughout the application process including design sessions, discussions of a logical framework (if required), a project timeline, and any needed modifications to applications during the application period. VSP will be responsible for any modifications needed after the grant submission and at the award phase. E. The contractor shall provide up to five (5) reviews on grant applications completed by VSP and shall review other documents as necessary for consistency and clarity. F. The contractor shall provide complete and accurate proposal narratives in a timely manner which meet the grant solicitation deadlines. G. The contractor and VSP agree to return communication and emails within a 24 to 48-hour timeperiod of receipt of communication ensuring that applications and supporting documents are completed in an efficient timeframe to meet application deadlines. H. The contractor shall furnish all labor, equipment, supervision, and necessary supplies to complete the grant application services described herein. Extra charges will not be allowed. I. The contractor shall provide fully trained personnel with demonstrated prior experience in writing federal grants for law enforcement agencies. The contractor shall furnish supporting documentation outlining the grant writer(s) previous experience with bid response including samples of previous work, success stories, and resumes. VSP reserves the right to reject service personnel whom, in VSP’s sole discretion, are not adequately qualified to perform the work described herein. Contractors who have been federally disbarred will not be considered for award.
