Specifications include, but are not limited to: 1. ROAD MONITOR PERSONNEL REQUIREMENTS: The Contractor shall provide road condition monitors with four-wheel drive (4WD) vehicles who meet the requirements listed below. VDOT will determine which Road Monitors will be utilized according to each Area Headquarters needs. All Road Monitors shall meet the minimum requirements listed below. VDOT reserves the right to determine if a Road Monitor is not capable of understanding instructions, driving safely in adverse weather conditions, or does not exhibit the experience and skill to perform the work contained herein. If it is determined by VDOT that the individual does not meet the stated requirements and/or does not perform satisfactorily, the Contractor will be notified and shall be required to provide a qualified replacement at their sole expense. A. Monitors shall possess a valid drivers’ license issued by the Department of Motor Vehicles. B. Monitors shall be at least 18 years of age. C. Only the authorized monitor is permitted to be in the vehicle while performing services under this contract. D. Monitors shall be able to communicate in English orally and in writing in order to be able to receive instructions and maintain a safe working environment. E. Monitors shall be capable of reading and understanding road maps, VDOT snow maps, and emergency road procedures. F. Monitors shall be capable of driving in adverse weather conditions. VDOT will not be responsible for damages to Road Monitor’s vehicles. G. Monitors shall provide and wear protective clothing and PPE such as hard hats, steel toe shoes, and Class III safety vests. Hard hat and vest shall be worn any time the monitor is outside of the vehicle. H. Monitors shall be able and prepared to work in any type of inclement weather for up to 12 hours per shift, days, nights, weekends, or holidays. I. Monitors shall have an active cell phone to allow communication with VDOT at all times. J. Monitors may not be required during every winter weather event. K. Relief Monitors shall be required during weather events lasting longer than 12 hours. 2. MONITOR VEHICLE REQUIREMENTS: A. Contractor shall provide a 4-wheel drive truck or 4-wheel drive sport utility vehicle (SUV) for each monitor, for each shift. B. Contractor shall provide fuel or method of fueling monitors’ vehicles. C. Vehicles shall have a valid current inspection and registration from the state where the vehicle is registered. D. Vehicle shall be equipped with at least one working rotating amber light or high intensity amber strobe light. The light shall be in the vehicle at all times. Vehicle hazard warning lights shall be used only to supplement the above-mentioned lights. E. Vehicle shall have tire chains available during the entire winter season. Tire chains shall be installed and in use when road conditions warrant use of tire chains. F. In the event the vehicle gets stuck or breaks down, the Road Monitor shall immediately notify the VDOT Shift Supervisor to which they are assigned. The Contractor shall be responsible for getting the Monitor back in operation. No compensation will be made for any vehicle break downs, out of service status, or inability to perform work. G. VDOT reserves the right to inspect, approve, or reject any vehicle proposed for use by a Monitor either prior to contract award or at any time during the contract period. Once the contract is established, the Contractor shall not replace or substitute vehicles without prior notification to VDOT.
