Specifications include, but are not limited to: The Contractor shall furnish all labor and resources needed to assess and provide all reporting on private special education day programs for students with disabilities in the Commonwealth of Virginia. As directed by the Office of Children’s Services designee, the Contractor shall: 1. Assess and Examine Costs and Make Recommendations for Possible Rate-Setting Review available current (FY2019) rates for VDOE licensed private educational services for children placed outside of public school settings; examine costs associated with provision of such services and make recommendations for implementing a rate-setting structure for educational services reimbursed through the Children’s Services Act and local governments in the Commonwealth of Virginia. a. Work with the Office of Children’s Services and Virginia providers of private day special education programs to determine the cost basis for such established current rates (cost study). The cost study should include consideration of staffing, other operations, and capital costs and their relative impact on overall cost structure. Additionally, the Contractor shall include consideration of the type and severity of children’s disabilities, provided services, geographical location within the Commonwealth, and other factors as relevant. The Contractor will propose a data collection and analysis plan for evaluation, including the minimum number of programs it will include in the cost study. The study shall consider and report on the impact on local school districts, local governments, and public and private educational services providers.
