1. Provide one or more student growth assessments that LEAs can purchase for use in their schools. The assessment(s) shall be available for purchase by LEAs beginning November 30, 2025 or, if not available until after that date, a timeline indicating when the assessment(s) will be available must be included. 2. Provide any LEA that is purchasing one or more student growth assessments with the following: a) Training and documentation for district-level and school-level personnel addressing the knowledge and skills needed to implement the student growth assessment(s). Topics must include but are not limited to test administration preparation, test administration procedures, and accessing and interpreting score reports. The training can be delivered face-to-face or electronically. b) Training resources, if applicable, for students in how to navigate and complete the student growth assessment(s) including use of any included test-taking tools. c) Help desk support for district-level and school-level questions and issues. This should incorporate a plan for providing support to schools during the time they are actively administering tests to students. 3. Provide or show evidence of the following for each student growth assessment: a) Alignment to the Virginia Standards of Learning (SOL). The SOL comprise the content that teachers in Virginia are expected to teach and students are expected to learn. The SOL and associated Curriculum Framework are available by content area (e.g., English, Mathematics, Science, History, etc.) online at http://www.doe.virginia.gov/testing/index.shtml by selecting a specific content area on the right side of the Web page. b) Psychometric characteristics including evidence of validity and reliability of the assessment as well as appropriateness of the test for use with all students. c) Evidence that use of the assessment to measure and report growth is appropriate, including but not limited to evidence that the assessment has been used as a measure of growth in other states or LEAs. d) Clearly defined test registration procedures. Test registration and data must incorporate each student’s State Testing Identifier (STI). The STI is a numeric 10-digit unique identifier assigned to each public school student in Virginia. e) Clearly defined and comprehensive test administration procedures for all students. f) Appropriate scoring and reporting procedures including quality control measures and availability of appropriate student, class, school, and school district score reports and data files. All student-level score reports and data files must incorporate students’ STIs for use by school divisions. Note: Test results associated with these student growth assessments will not be provided or reported to the VDOE. g) Documentation of minimum and recommended technical specifications for hardware and software used for the delivery of an online or technology-based assessment. Include details of specific network requirements and configurations. h) Documentation of any accommodations available to students with disabilities and English Learners. Include documentation of available accessibility features related to test delivery. i) Controlled access by authorized individuals to appropriate student, class, school, and school district score reports and data files. j) Use of a secure environment for student data that is compliant with the Family Education Rights and Privacy Act (FERPA). Safeguards must be implemented to maintain the confidentiality of all student data, PI, PII, and any other materials deemed to be confidential (e.g., test content). 4. Meet the following KPI’s in the duration of this contract: a) Improvement in performance on SOL Reading and Math assessments and national standardized assessments b) Percentage of students demonstrating proficiency in math and reading courses as indicated in overall student grade c) Data indicates 10% student growth in math or reading from Fall assessment to Winter assessment d) Data from vendor reports indicating an increase in proficiency in math or reading throughout the school year.
