The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Statistician and Cost Accounting Analysis Services, as defined in this PWS. The Contractor provides expert technical analysis and recommendations to civilian and military members of the National Guard Bureau. Primary responsibility to plan, organize, and perform technical analysis to expertly manage and recommend budget functions of the Army National Guard with emphasis on support of fiscal reporting, tracking, reconciliation and reporting.
This service requires knowledge and skill in the application of related laws, regulations, policies, acquisition, precedents, methods, and techniques of program, analysis and funds management as they relate to the Planning, Programming, and
Budget Execution System (PPBES).
