1. Data Collection and Development which includes but is not limited to the following: • Socioeconomic • Demographic • Model network • Model traffic analysis zone (TAZ) • Traffic • Transit • Travel Survey • Value of time • Freight movement • Special generator • OD and Speed data from VDOT contracted provider a. The Contractor(s) shall assist VDOT’s staff in collecting data used in travel demand modeling to include but not be limited to origin-destination, trucks, stated preference, transit on board, and household travel surveys. b. VDOT reserves the right to require the Contractor(s) to conduct vehicle classification traffic counts as requested and agreed upon by VDOT’s Contract Administrator or designee. c. The Contractor(s) shall clean and analyze location data, including but not limited to Global Positioning System (GPS), cell phones, transportation networks and land use data. d. The Contractor(s) shall assist VDOT’s staff in various data development tasks which involve data analysis, data processing and data synthesis for different modeling purposes. 2. Travel Demand Modeling update or development which includes but is not limited to the following: a. The Contractor(s) shall assist VDOT staff in the development of Metropolitan Planning Organization (MPO) models in Virginia based on Virginia Transportation Modeling Policies and Procedures Manual (VTMPPM) or other available relevant federal guidelines. This task shall include, but not be limited to, estimation, model calibration and model validation and other activities involved in travel demand model development. b. The Contractor shall assist VDOT staff in continuous enhancement of MPO models based on VTMPPM or other available relevant federal guidelines. This shall include, but is not limited to, implementing state-of-the-art modeling techniques, practices and strategies, as well as developing the model to produce outputs that support VDOT transportation planning activities. c. The Contractor shall support VDOT staff in the application of MPO models based on VTMPPM or other available relevant federal guidelines. This task shall include, but is not limited to, performing modeling work for corridor studies, air quality conformity analysis, toll analysis, system performance analysis, and project prioritization. d. The Contractor shall support VDOT staff in the maintenance of MPO models in VTMPPM or other available relevant federal guidelines. This shall include updating the models based on updated inputs and recalibrating the models if necessary. e. The Contractor shall produce high quality documents to include, but not be limited to, model technical reports, model user’s manuals, technical memo, technical guidelines, and project reports. f. The Contractor shall provide research and development, and the implementation of innovative modeling strategies in response to new policy or project requirements.
