Specifications include, but are not limited to: Arlington County Department of Parks and Recreation (DPR) seeks to establish a contract with a qualified Contractor to provide monitoring services during sporting events. The initial order for services will cover monitoring of the winter basketball league, but the County may utilize this award for additional leagues, in collaboration and if so agreed upon with the Contractor. The basketball program is for elementary through high schoolers that starts with some preseason games and ends in playoffs. Monitors will provide on-site game supervision. onitor Responsibilities: • Arrive on site 30 minutes prior to each game and remain on site 30 minutes after the conclusion of the last game; • Set up and break down the gym for games including chairs, scorebook, and score clock, which the monitors are required to bring to each site. DPR will provide the contractor scorebooks and score clocks for each gym; • Assist team volunteers on using the basketball score book and score clock before each game as necessary; • Organize teams so that games start and end on time; • Be knowledgeable about Arlington County Youth Basketball League Rules and be able to communicate those rules, including rules that apply to specific age groups; • Help enforce Arlington County DPR Code of Conduct; • Complete and report on any incidents during the program including game disagreements, conflict, injuries, officials’ issues, or other emergencies. If there is a medical emergency (injury where a player seeks medical care from emergency or leaves to seek medical care) then DPR staff should be notified immediately. If there is a physical confrontation or disagreement, DPR staff should be notified immediately. Otherwise, paper incident reports will be provided to the Contractor to have monitors complete and fill out during their shift. These should be sent directly to DPR staff with the Contractor copied. All incident reports should be completed before the monitor leaves the gym from their shift; • Report scores back to DPR Staff through an online reporting tool within 24 hours of game completion. Monitors are encouraged to report game scores directly following the games if possible; • Be available to discuss any incidents or score discrepancies with DPR staff either while they are at the gymnasium or the next business day; • Assist in enforcing player playing time requirements by communicating Arlington County Youth Basketball League Rules a and discussing with teams any issues; • Assist with any emergency situation including providing First Aid (DPR will provide basic first aid materials); • Wear uniform shirt provided by the contractor that clearly identifies the person as a Sport Monitor, pants, and appropriate footwear for a gymnasium (e.g.; tennis shoes or close toed sport shoes); • Check in with the custodian or DPR facility staff at the start of the shift and get the phone number should any issues occur; • Complete the custodial overtime form at school facilities before referees and custodians leave; • Know the DPR Rover’s phone number in case of emergencies and/or need of extra supplies;
