Sources Sought – Radio Control Heads
This is a sources sought notice in accordance with Federal Acquisition Regulation (FAR) Part 10.
The Technology Application Program Office (TAPO) is conducting market research in support of the requirement described in this announcement. The objective of this market research is to identify potential sources and if there are small business sources capable of performing the requirement.
The Government will use the information received for acquisition planning purposes. Source responses will assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued at a later date or whether full and open competitive procedures should be utilized.
This notice shall not be construed as an RFP or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence the Government’s acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
Requirement: The Technology Application Contracting Office (TAKO) is interested in identifying potential vendors who have the necessary satisfy agency requirements for Radio Control Heads (RCH) that have the necessary capabilities to meet the unique needs of the user. The RCH must have the capability to connect to multiple software-defined radios through existing protocols (RS232/422/485, etc.). The RCH must have a Software Development Kit (SDK) as well as provisions for loading of alternate control software by the Government. The RCH must be DZUS-mountable with a maximum width of 5.75 inches and a height not to exceed 3.5 inches. The RCH must meet all applicable standards, to include MIL-STD-810, MIL-STD-704, MIL-STD-461, and NVIS-A, among others. Interested sources should state if the RCH has achieved civil aviation certification, technical standard order (TSO) and/or certification into a specific aircraft, and if the RCH has received a DoD airworthiness approval. If the RCH has achieved such approvals, indicate your supporting technical data and is it available for the Government to review.

Submission Instructions: Responses via email are due 25 August 2025, no later than 1:00 PM EDT to Mrs. Teresa A. McCall, teresa.a.mccall.civ@socom.mil and must include the information requested below. Late responses will not be accepted. This is strictly market research, and the Government will not entertain any questions at this time.
Qualified sources shall submit a statement of interest on sources letterhead demonstrating the source’s qualifications to perform the defined work. The Government does not have a complete data package or data rights. Responses shall not exceed 10 pages in length and must be complete and sufficiently detailed to address this specific information. The documentation shall address, at a minimum, the following:
A. Sources Profile to include:
- Sources name and address;
- Affiliate information: parent sources, joint venture partners, and potential teaming partners;
- Year the firm was established and number of employees;
- Two points of contact (names, titles, phone numbers and email addresses);
- DUNS number and CAGE Code, as registered in the System for Award Management (SAM) at http://www.sam.gov/:
